hi friends ..
you can change your log on background without any software.
just follow the below instruction...
1) follow the path in your pc C:\Windows\System32\oobe\info\Backgrounds
2) drag the picture you want to set as log on background.
3) delete the given picture and rename the picture "BackgroundDefault" which you.drag.
4) now restart your computer and see your log on scren...
